As mentioned earlier, the city's Tsunami was a complete flop. These images show the extent of the wave's travel into the city.

None of the land which was hit by the waters is even owned by Citysville, let alone developed. However, if we had developed on this terrain, it's likely that the damage would have been devastating. In a world where global warming will precipitate disasters more frequently natural disasters of many kinds and intensities occur randomly based on the computer's programming, is the now 19,000+ strong population of Cityville ready for what might happen in the future?

As of yet there are no emergency shelters to evacuate citizens in to, no meteorological labs or seismographs to predict disasters, there are no teams trained to deal with collapsed or even flooded buildings. Maybe the tsunami isn't something to be taken lightly at all.

Or maybe this is all just doomsaying. Dedicating the government's resources in to vast disaster proofing is an expense that might do little more than create fear.

As you may remember, Cityville's industry has been struggling due to a lack of workers, with vast swathes of industrial units going abandoned. Barry took the opportunity to tear down and de zone the industrial estate on the West bank in order to reduce traffic on Goon street and make room for new civic amenities.

Fortunately the influx of new people entering into the high density residential zones of the city have provided new life for Cityville's industry, and Barry's powerhouse has now started up in a serious way. This did, however, begin some complex issues.

On an unrelated note, the oil burning power plant in Lumbermill briefly caught fire.

During the shutdown there were major blackouts in Townsville and in the West side of the Town Center

Fortunately firefighters were able to save the power station and with minimal damage to the unit itself. Power was restored to the city, but only after two days of waiting. Has Barry put all of his eggs in one basket with this high capacity power plant? Your votes will decide.

Plants in the industrial estates could not draw enough water from Cityville's water system (not pictured). In spite of there being enough water in the system to meet the amount of water demanded, the distance between Cityville's water sources and the industrial estate made it difficult for said water to reach the industrial site in the volumes required.

In response, Barry relocated the water pump at the top of the Smooze to be slightly closer to the industrial estate.

This allowed for the industrial estate to receive the water it needed. However, relocating the water pump caused consistent flooding along the waterfront on both sides.

The flooding was alleviated by switching off the freshwater sluice at the head of the Smooze.

This entire series of activities would later prove to be Barry's largest mistake during this mayoral term.

To sidetrack for a while, Ponyville's park area caught fire during this time.

The blaze involved 8 separate residences. Fortunately, due to the fast response of the fire department, no buildings or lives were lost during these fires. Barry also personally intervened, swiftly ordering that a row of trees be bulldozed in order to create a fire break in the wooded area. The scorched area of the forest has since recovered.

I should expect that Ponyville would be a magnet for disasters.

A huge population brings huge demand for education. Barry increased the education budget to match and also invested in new facilities.

New Highschools were built in Eastside and in Ponyville.

Now I know this isn't in an area called Canterlot, but the game lets me rename pretty much anything so I decided to go with this...

Barry believes that even in industrial cities like Cityville, people can aspire to better themselves. As such, Barry has built a university in Townsville in an area with good road links to Eastside.

City's winter electric gremlins supressed.

Citysville had been experiencing electricity shortages in the colder winter months. Barry responded by constructing a new coal plant and two wind turbines in Lumbermill at great cost to the taxpayer.

Environmental campaigners agree that this puny amount of green energy in the balance is barely a step in the right direction and more needs to be done to make Cityville greener.

The result: Cityville's power supply was brought to a level that marginally exceeds the city's needs in winter.

Citysville No Longer Going To Waste

A big city needs a big dump, and I'm not talking about the long communal turd that is the South side of the Smooze at this point. The huge increase in the population since the development of high density residential zones in mid 2021 has been met with huge waste output. Barry has responded accordingly.

Two new trash incinerators were added to the amenities off Goon Street

The genius of trash incinerators is that they effectively reduce the rate at which trash flows into the landfill by constantly burning trash at a certain rate. They also have the added benefit of generating electricity, which helps with our winter electricity woes. The downside is that burning trash pollutes the Earth like heck.

Small Policies Push Back Big Problems

With the help of Cityville's top legal expert, Barry has been able to write and enact policies that have lead to a marked impact on the city's issues.

Recycling

Barry's recycling facility originally sifted through the mixed waste that Cityville generated. Cityville has now mandated the citywide sorting of its outgoing waste into separate recycling containers. This has reduced the city's outgoing non recyclable waste to levels beneath the rate at which the city's incinerators take in waste for burning. This means the city is now burning more waste than it creates, and the city's landfills are in the process of being emptied into the city's incinerators. Whether it's better for the landfill to be dumped into the ground or to be dumped as carbon dioxide in the atmosphere is a contentious issue.

Eastside Home Insulation

Eastside is by far the city's most populous district, with just over 9000 residents (meme not intended). Barry has enacted a policy which has made it mandatory for all of Eastside's buildings to be insulated against heat loss. This has greatly reduced the city's overall energy demand and the city has since switched off two of its highly polluting coal power plants. These structures still exist in the city and may be reactivated when needed, but are currently deactivated due to low demand.

In order to detect incoming tsunamis earlier than before, a Buoy packed with scientific instruments has been floated far out of the city. However, the city still lacks any shelters and the AI lack the common sense to evacuate the city altogether. A tsunami would be detected early, and people would have no idea what to do.

Climbing Sickness Strains Cityville's Clinics

In late 2021 the demand for beds in clinics began to climb steadily, as did sickness in Eastside. This was concurrent with the acceleration in the population in Eastside at the time. Barry responded by placing a new clinic in Eastside (shown to the left of the image above). Eventually the demand for health services rose such that Barry saw fit to construct a new hospital in Townsville.

Over time the sickness increased to exceed even that which could be treated by a hospital, and it became clear that the levels of sickness in Cityville were far beyond that which could be explained by population growth.

Calls for Resignation Following Sewage Scandal

Relocating the water pump and deactivating the freshwater sluice caused the city's sewage buildup to back up toward the inlet itself. As such, Cityville at this time was drinking water polluted with its own sewage waste. Barry immediately shut off the inlet pump and reactivated the freshwater sluice. Once the sewage had moved downstream, Barry reactivated the pump with the sluice now active. Reactivating the pump caused the sewage to back up again and Barry switched the pump off once more.

This whole incident has been a very grave matter. The death rate statistics show this incident, and even show the result of Barry's attempt to reactivate the pump.

I'm no statistician but given that this is a death rate there could easily be over 200 deaths in the city directly attributed to this event.

Following the deactivation of the Waterside pump, Barry constructed two water towers to meet the existing demand.

This whole process caused great disruption as much of Eastside and the industrial estate were without water for five days.

Barry relocated all of the city's sewage outlets to the drained river bed on the far East side of the city. Barry installed a dam at the river bed to ensure the sewage cannot back up the river bed. Barry has also installed a pump and outlet which are not connected to Cityville's water pipe network. This pump and sluice will instead drain any water behind the dam on to the other side.

As a result the smooze now runs clear and the poop flows away from the furthest corner of the city.

A new spa is added in Ponyville. This not only adds more in terms of leisure activities for the area, but also increases health slightly.

A large police station is added next to the large fire station. This is off a roundabout that joins the lumber mills, Cooper Industrial estate and Ponyville. It has links with Eastside and the highway (which links to the town center and Townsville). This police station is positioned to provide great support to the whole city.

Shown above: Heavy industrial traffic in the industrial estates. This reduces the efficiency of the industrial estates, and the traffic at the connection between Barry's Bridge Road and Picard Bride Road slows Eastside down significantly.

Barry's "powerhouse" industrial estates now have enough workers to get going, but they're encountering a new issue. There aren't enough commercial developments in Citysville to buy all of the products they're making. With no buyers, industry is struggling once more.

Barry's buses have been hugely successful. 10% of all residents use the city's buses regularly, and they have been drawing a modest profit for the city since their creation. However, there are signs that the buses are no longer enough to meet cityville's needs. Pictured above: 345 people wait for a bus which carries 30.

I've spent some time looking closely at the city. I've looked at statistics for its individual districts. I spent much time simply clicking on a car or a citizen and then following them around to see what they get up to. Spending time observing Citysville in this intimate way has given me a view of what it's like here. I'll start to post some findings.

Eastside a Gravity Well for Police Cars

I spent a lot of time following police cars as they patrolled. I picked police cars parked at every district in Cityville and came up with one consistent result.

It doesn't matter where I look in the city: If I follow a police car that's on patrol anywhere outside of Eastside, it'll have no work to do right up until the moment it has to drive away from its patrol to answer a call in Eastside. In spite of the statistics saying that the whole city has low crime, it's plain to see that Eastside isn't naturally crime free. Eastside's peace is likely being kept entirely by the boot of Cityville's law enforcement.

If you spend any time on the roads in Eastside, police sirens are constantly whizzing past. It's fortunate that Eastside is surrounded by districts which each have their own police force, as Eastside doesn't have a police station of its own. Instead Eastside is in a situation where it has strong transport links with many places that do have police stations. Police can access Eastside from any direction. We have Eastside surrounded, but it doesn't look Eastside is ready to give in.

Again, the crime statistics show low crime across the city. The city has an overall crime rate of 6%, which is low. The city shows no crime heat spots in Eastside or anywhere on the map. However, my feeling is that crime in Eastside may be something to watch in the next mayoral term.

Cityville's "Town Center" Is an Old and Forgotten Suburb

When Barry first came into power, the Town Center was just that: the heart of Cityville, the only development, and the place that NIMBYs like Bill Turnip were trying to defend against the promise of urban sprawl. Five years on, this "Town Center" has the largest population of seniors anywhere in the city, and with an overall population of little over 4000, it's second only to Ponyville as the least populous residential district in Cityville.

Unlike Ponyville, most of the Town Center's developments have been for the benefit of other districts: Its parks were bridged so that Eastside could access them. Houses were demolished to build a flyover that gives access to Townsville. Eastside's commercial and industrial estates were bulldosed to ease congestion on Goon street. It seems that this quiet old "Town Center" is an easy target for redevelopment. Sad really.

Nothing much seems to happen here. It's just a plain quiet place that feels very much like a suburb. One thing I've noticed from looking at the traffic maps in this area and from stalking a few of the residents is that most of the Town Centers residents tend to keep themselves to the Town Center district. While there's a handful of residents who work or study outside of the district, most seem to stay at the local school or work at the local shops. Adding to this, almost a third of the residents in this area are retired seniors who have no reason to ever leave the district. It seems that this district is very inward.

Fire Brigades on Standby with Nothing to Do

Citysville has 55 fire engines spread across multiple fire stations in the city. During a long observation of this fire brigade, 3 is the largest number of fire engines in use at any given time. While it seems nice to have extra capacity in case of a total disaster, it's possible that these resources are a waste.

Ponyville: A Pretty Place for Posh and Poor Parents

Ponyville's residential area was originally created to supply the Cooper Industrial Estate with workers in a time before Eastville was zoned as high density residential. Barry preserved this area's natural woodland to keep the possibility of another future lumber mill open. This woodland, as well as the views of the local castle and nearby park, made the area quite picturesque. Barry grew to appreciate the neighborhood's beauty. Barry later added trees to the borders around Ponyville in a bid to obscure the unsightly views of the industrial towers.

Ponyville sits on top of a hill that has amazing views over the city. A line of trees between Ponyville an Eastside prevents anyone from looking across the cliff face into one another's bedrooms. Ponyville is truly a beautiful place to live. Its sauna and its playground, as well as its access to the facilities in Eastside, make it a fun place to live as well.

You'd expect somewhere like this to be exclusively for the rich and wealthy inhabitants of the city. With little more than 1000 residents, Ponyville is certainly not somewhere everyone can live, but is this just a playground for the rich?

Poking at the residents in Ponyville reveals that workers here are varied. Many work for local factories. Many work in services such as the local crematorium. Many are students at the university in Townsville. At first I was delighted to see that Ponyville is so diverse in its cast of inhabitants, but then I looked back at the education figures.

Almost everyone of working age in Ponyville has or is working towards a degree. Instead of getting proud about accessibility, I should be worried. This isn't a story of how the best sights in Ponyville are accessible to the working man. This is much simpler than that: Ponyville's inhabitants are underemployed. They got their cutie marks in a town where there's only factory work and shop work available.

Another point is that Ponyville is hugely child friendly. Half of ponyville is 18 or under. A quarter of Ponyville is of elementary school age or younger. Education rates here are fantastic. Ponyville is that quiet picturesque place with the nice schools and playgrounds that broody young couples want to move to in order to give their future spawn a decent chance at life. It's just that the parents themselves aren't getting the chances they deserve in Cityville's industry and retail focused economy.

Eastside: A Downtown Disaster is Averted. Shame About the Downtown Disaster.

With almost 10,000 residents, Eastside is by far the most populous area in all of Cityville. Roughly 6,500 of these residents are of working age, and over 1,600 are teenagers. Less than 10% of Eastside's inhabitants are of elementary school age or below. I've known that this is the case for a while, hence my constructing a basketball court and a skate park rather than a playground here. Poking at the people here reveals that this is the swelling mass of workers that power the city's industrial estates.

The people here don't need to be educated, but Barry's work has made sure that most people here are educated to a high school standard, with many even moving on to get a degree. Eastside also has great access to leisure facilities, which has kept Eastside happy for the most part. A swelling mass of working age people in one area always has the potential for huge amounts of crime, and a place like this should be a bleak downtown district. However the people here are educated and entertained. The police from all areas of the city can get into this central location easily. The potential for crime here has simply not been realised, thank goodness.

This is a great place to live if you are starting out your adult life in Cityville. There are jobs nearby, many things to do, and many chances to better yourself. You're close to every single police car in the city. You're within sight of the hospital over the river. You're close to the waterfront's stores. What better to do on a Friday night than go to the supermarket, grab some cheap beer and get wasted with your mates at the park before staggering back to your mate's apartment for the impromptu house partay!!!

The downside is that you will either get caught in traffic or caught in unimaginable queues for buses.

Eastside has a lot of reasons to be happy with Barry, but Eastside was hit the hardest during the Sewage Scandal, being the zone with the most affected residences and the most residents per residence. As a ball park figure, it wouldn't be unreasonable to guesstimate that 2000 of Eastside's citizens required treatment at the hospital or at a clinic as a result of the sewage scandal. Local Shops are a Mixed Blessing

Barry built every residential district with a commercial area within walking distance. Townsville, Ponyville and Town Center all have commercial zones in their boundaries. Eastside is a purely residential development, but is within walking distance of the city's only purely commercial district: The Waterfront.

From following citizens I can see that people are walking to the businesses close to their homes. It's convenient to have somewhere near to your home where you can pick up your groceries or grab a takeaway. At the same time, a lot of people are driving around the city to get to the best restaurants and the best stores. The drug store in Town Center is particularly popular throughout Cityville. There are no central commercial areas, save for the single lane of commercial zone that is The Waterfront. There's not a high street, town center or true shopping district per se. Instead people are flitting between the different neighborhoods looking for the best stores.

This is creating traffic in and around the residential areas. That is compounded by the fact that these stores are supplied by trucks from the industrial zones. While Barry's plan was to give each neighborhood its own local shops, what seems to have happened is that every neighborhood has its share of the city's hustle and bustle.

Poke at any factory or shop and its figures say the same thing: There are overeducated workers working here. I haven't got the time to count them all, but there are hundreds if not thousands of people in Cityville with a degree who are working dead end jobs. With no zones for office spaces, the kind of high level work that demands high level education is just not available.

Townsville Takes the Prize for Cityville's Coolest Place

With a population of 4700 residents, the small residential zone of Townsville packs in more people than the entire sprawl of the Town Center district. People here live on the doorstep of the city's hospital, it's university and its parks. Across the Utonium bridge is the castle park. Down the dirt track is Cityville's Park area. Townsville itself has a plaza, a Japanese style shrine and a small park. People here have access to more leisure facilities than anywhere else in Citysville.

Townsville has the largest dedicated commercial zone of any development in Citysville, and this shopping district is the main employer for Townsville's residents. Where the average person in Eastside is a high school educated factory worker, the average person in Townsville is a university educated store worker. Where Eastside is a drab downtown district that's barely keeping itself out of crime, Townsville is the hip and happening place for young people in the city.

Barry Finally Resigns

It has been over a year since the Sewage Scandal and pressure has only been mounting on Barry Chopra to resign his post. This morning the now former mayor Chopra announced his immediate resignation from his post as Mayor.

"I am proud to have served this City as mayor, but understand that faith in my office has been lost following the tragedy in Eastside's water supplies. In order to restore faith in the office of Cityville mayor, I am announcing my immediate resignation."

Barry later added

"The investigation has put great stress on myself and my family. During such an uncertain and challenging time I do not feel I can be the mayor Cityville deserves."

The Labour Party's Makosi Jameson has stepped in to fill the role, her first and only act being to dissolve the mayor's office, announcing a mayoral election that will take place on the 7th of April.

Makosi Jameson - Labour Party

Queues for the city's buses have grown far too long. Our city needs mass transit. If elected, the first thing I will do is construct a metro system that will link Townsville, Eastside and the industrial estates. I will redesign the public transport system around the new facilities, meaning you can get to work, to school, or to the shops quicker.

Next I will build roads to the North of the city that will link Townsville, Eastside and Lumbermill roundabout to one another. This will provide a much needed alternate path for cars to travel. This road will lead to a new development in the North. The new development will be an area where enterprises can form. It will be a place that offers not just jobs, but careers to cityville's graduates.

To the South of the city there will be new housing, and new industry. As the city grows, my party will continue to make cityville life rich with parkland and leisure facilities. We will continue to ensure there are enough places in schools for every citizen. We will continue to expand our police force as the city's border expands and we will not back down on any public services.

I believe that everyone should be close to their local stores. The elderly need their facilities close to them in order to stay independent, and it's an advantage for everyone that a local store should be within walking distance of your home. As the city grows we will continue to place shopping areas inside of each neighborhood.

Finally, I believe that everyone should be safe. Recently a tsunami hit many coastal cities in our nation. While we have no developments on our coast, the tsunami did strike close to us. This exposed just how vulnerable we are in Cityville. In a world where global warming is bringing increasing freak weather events, Cityville currently has no disaster planning. Cityville has no shelters for people to turn to in a disaster. Cityville lacks even basic meteorological equipment to detect storms and tornadoes. Cityville's emergency radio coverage is also patchy at best. If elected I will construct shelters in every district and I will build new detection equipment. If elected I will ensure that cityville is prepared for the worst.

Our city is full of people who are waiting to take the next step up in their lives. I can provide you with that step. Our city has some shameful views that were built by the previous government. I can make a city whose beauty draws people in from afar. Our city has some major inefficiencies. I can make sure that your money is well spent.

The next step in your life.

Perhaps you have a degree, but find little opportunity to put your talents to use in Cityville. If elected, I will build an enterprise park in the South that will give you the career you've studied hard for.

Perhaps you live in a drab apartment block and are thinking about starting a family, but find few suitable homes available in areas like Ponyville. If elected, I will build small homes in new quiet suburbs with good access to the places of work in Cityville.

Perhaps you are looking for work, but are struggling to compete with all the highly educated citizens taking even the most basic positions in the city. I will expand Cityville's industry by taking advantage of the oil wells to our East, while opening the new enterprise park in the South, and I will create a new shopping district in the South. This will give everyone the work they need to keep their lives on track.

A beautiful city.

Something has to be said about how poorly the previous administration has designed the city. Labour's administration was so focused on making a city that functions, it completely avoided having any sense of form. As a result we have rows of hideous tower blocks in Eastside. We have a noisy road directly over the heads of those living in the old Town Center. Our city is pressed against the unsightly and unhealthy rows of chimney stacks from the industrial estates. If we elect another Labour government, we will have more of these disappointingly utilitarian views plaguing the city.

I believe that cityville can be beautiful as well as functional. If elected I will enhance the city's appearance in all of its districts. I will improve the function of the whole city by building mass transit systems and by starting a citywide taxi service.

Why spend your commute underground when you can take in the beautiful sights that the city will offer under my mayorship? If elected I will create a monorail system that links the city's vital districts and allows its occupants to look out at the city. I will link this network to our communities by redesigning the bus network to complement it.

As part of the developments in the south, I will create facilities for leisure and tourism that will draw people to our beautiful cityville from afar.

The taxpayer's dollar.

Cityville is currently running a ludicrous surplus. Your money has been going to waste on failed projects such as the previous government's catastrophic mishandling of the city's water and drainage. While it may seem ideal for the city to gather money for such eventualities, I am confident that we can run a city which won't be needing to squander your money on putting wrongs right. Instead I will be handing the money back to you by reducing city tax on all residences and local commercial sites by 2%.

I will also look closely at the city's services to reduce any excesses and work to build a city that operates as efficiently as possible. Any savings made will be handed to the tax payer again, as I believe that you deserve to know that your money is being spent well. Let's not spend our money fearmongering about disasters, either.

Jennifer Townsend - Green Party

As the terrible events last year have shown, Cityville needs to deal with its drainage issue once and for all. For our health and the health of our environment we cannot continue dumping sewage into our rivers in the amounts we have been doing. If elected, My first act as mayor will be to install filtered sewage outlets which will reduce the pollutants being placed into the water by over 80%.

Cityville needs public transport to meet our needs and to take us away from our polluting cars. If elected I will create a metro system that links all of cityville's districts. I will build trams inside of our districts to provide a green alternative to our cars and buses. I will also replace every bus in Cityville with a biofuel adapted bus whose fuels will be supplied by new agricultural sites in the SouthWest.

Our city's dependence on fossil fuels for its electricity needs to end. If elected I will ensure that all of Cityville's electricity production is renewable by the end of this term.

I will create environmentally friendly industry in siviliculture and green agriculture that will provide new jobs and reduce our carbon footprint. By growing crops for our biofuels using an environmentally friendly method, Cityville will offset the carbon emissions of its buses with the carbon consumed in its production.

Residents of Eastside have been hounded by the police for engaging in what is a harmless activity. If elected mayor I will make use of the city's right to determine its own laws on cannabis use and production. I will legalise the production, sale, ownership and smoking of marijuana for both medicinal and recreational use within all districts of the city.

Townsville is an example of the wonderful places Cityville could have for its citizens. Also, high rises are incredibly energy efficient and encroach on much less of the surrounding area's habitats than sprawling suburbs such as ponyville and the Town Center. If elected I will build new developments with Townsville as my example.

In order to give the city's graduates the careers they have worked hard for, I will begin to scale back the city's heavy industry, and I will place office buildings on the footprint beneath the old industrial sites. I will place restrictions on any remaining industrial sites to ensure that they filter their waste and thereby pollute the ground less.

I will also construct a crematorium which will dispose of the city's dead in a way that does not require the constant use of land as does our many cemetaries.

Okay so I spent my entire Engineering degree on this and now is my chance, baby!

Okay here we go:

We're making a lot of poop. I did all the calculations here and we're making enough poop that, if it were collected in a reservoir and funneled into a hydroelectric dam, we could consistently generate somewhere in the region of 100MW to 200MW of electricity. The detailed plans for this development are my engineering dissertation. Trust me when I say I have this down. We could make at least a third of the whole city's demand, and possibly up to two thirds (or should I say turds). Vote for me and you'll have the city powered by poop.

Now from poop hitting the fan to poop hitting the fan, we need to be ready for a zombie apocalypse or somesuch. Vote for me and you'll have a proper disaster response team with helicopters and A team style vans zipping around the city ready to kick zombie ass. Oh and I can engineering up some properly decent nuclear proof bunkers for everyone. Everyone will have access to a bunker. Tsar bomba could hit but we'd be all safe in our bunkers like "Screw you, North Koreaaa!"

This is serious. Also the university needs a radio telescope for looking into space and don't forget to legalise cannabis.
