A very frustrating episode, in my opinion. Spike's character changes as the plot demands it, and, ultimately, most of the events in the episode's climax feel rather contrived.
Here's the other issue with the end of the episode: all of the decisions that lead to the hall being flooded happened before Spike actually started to get greedy. The decisions to not fix the pipe and not cut down the trees were made when Spike was following Cadance's orders, and even then, Spike wasn't using her name or Twilight's name in order to ensure it happened. He simply mentioned their names at one point, leading to the ponies to stop working.
Very messily handled, unfortunately. Some Spike episodes just have it rough.
